Reduce orbit.py dependency on other packages

Remove code for computing confusion matrix that will be moved to post-processing

Use 32-bit arrays in dataset
Save dataset with compression in main function

re-structure table for flux inversion performance table and add option for add true CO plume when reading Level-2 data

- option for showing wind speed and direction profile
- correct computation of CO2 emission uncertainty based on flux and
  wind speed (assume 2 m/s uncertainty)
- use filter_dataset by number of satellites
- add funciton for reading emissions for 10 and 11 UTC
- more reasonable data filtering for plotting time series of CO2 emissions
