Fix typo in emissions file, support time string for wind profiles and make sure that xarray.DataArray is used for noise

Reduce orbit.py dependency on other packages

- option for showing wind speed and direction profile

  wind speed (assume 2 m/s uncertainty)
- use filter_dataset by number of satellites
- add funciton for reading emissions for 10 and 11 UTC
- more reasonable data filtering for plotting time series of CO2 emissions
