streamOpenA: removed line streamptr->record = record; record is allocated in cdiStreamOpenDefaultDelegate()

* And use that if available.

* It's at the moment identical to the 1D test. That will change with the next commit.

* Also include namespaceNew and namespaceDelete in cdi.h.

* This should complete the separation of serial and parallel parts
  of the library.

* This was never a fault because the underlying type match assumption was
  true for all platforms used/tested.
