Create a goolfc toolchain using CUDA 8.0.44 and the latest versions of the dependencies. 

CUDA 8.0.44
GCC 5.4.0-2.26 (Cuda still doesn't support any newer GCC compiler)
FFTW 3.3.5
OpenBLAS 0.2.19/Lapack 3.6.1
OpenMPI 2.0.1
Scalapack 2.0.2
