fix BLACS and ScaLAPACK build: introduce gompi toolkit so that OpenMPI is a direct toolkit dependency, and adjust ATLAS, BLACS, FFTW, LAPACK, ScaLAPACK and goalf toolkit easyconfigs accordingly
