add cleaned-up and tested easyblock for LAPACK, and example .eb in easyconfigs for building LAPACK without BLAS, with ATLAS as BLAS lib, and in test_only mode (for e.g. testing BLAS and LAPACK libs after building ATLAS with LAPACK provided)
