SAMtools 1.4 easyconfig + patch

Removed unnecessary patch from SAMtools 1.4 and 1.3.1 for intel/2016b and removed the 1.4 patch file from the repository.

SAMtools 1.4 - 2 additional dependencies (additional compression algorithms), but also needs a modified easyblock as errmod.h and kprobaln.h are no loger provided nor needed.
