fix time step for mean ocean wave period variables (reanalysis-era5-single-levels) and also for some of them the valid_ranges limits

For these cases, the following msg will be displayed:
'Spatial completeness valid only for sea or land variable, not applicable here'

Cannot be negative (TBD) -> wind_speed,0,
