Implemented #638. Added configuration setting WCHUNKINC to jobs_%expid%.conf.... 

Implemented #638. Added configuration setting WCHUNKINC to jobs_%expid%.conf. WALLCLOCK time is increased according to this setting multiplied by the number of chunks - 1.
