Merge branch 'develop'

- reorganized folder structure for confs (expdef, autosubmit and archdef), templates (ecearth, ifs, ecearth3, ifs3, nemo and common) and headers w.r.t. templates
- introduced new job types localsetup, remotesetup and localtrans
