- SAFETYSLEEPTIME can be read on the fly from autosubmit.conf configuration file

- Default SAFETYSLEEPTIME is set w.r.t. platform at experiment creation stage
- RETRIAL number to retry the job submit in case a job fails is introduced in autosubmit.conf (can be modified on the fly)
