Change version and add climdex.pcic dependency

I have changed the license of ClimProjDiags to be Apache 2.

Last year, I copied some functions from climdex.pcic (currently GPL-3 license) because it was removed from CRAN temporarily. Now, I have removed those copies and added the dependency as usual (so, ClimProjDiags calls climdex.pcic package).

Following your recommendation, I plan to submit this new version to CRAN.

Well, let me know if you have any concerns because this license issue is very confusing.
