Add endpoints to retrieve metadata (yaml)

In order to make autosubmit-gui#117 possible we need two new endpoints:

• /v4/experiments/<expid>/filesystem-config -> return the current filesystem configuration
• /v4/experiments/<expid>/runs/<run_id>/config -> return the configuration of a run
• /v4/experiments/<expid>/runs -> return the list of runs of an experiment
