SPEI Indicator developments

I open this issue to keep track of the SPEI needed developments. This is the continuation of the previous issue opened to create the functions here: #27 (closed).
Things done
- Added functions to compute SPEI in different steps: PeriodPET, PeriodStandardization and PeriodAccumulation.
- There is an example on how to compute the SPEI indicator here: in this comment.
- We created the function PeriodSPEI, a wrapper function to compute the SPEI indicator. It was decided to not include it into CSIndicators package. If it is useful in other contexts, you can use it from here.
Next developments

To add a new parameter for the Solar Radiation input - Requested here. Used to be able to calculate PET (and SPEI) with observed/modeled values of solar radiation (instead of the estimated solar radiation in clear sky conditions coded inside the hargreaves function).

Development for sub-seasonal case (weekly data). - Some work is already done by @amartine that can be found here. He developed the function 'S2S_hargreaves' in order to substitute 'hargreaves' for this case.
- This function will not be exported since it's the origin is part of an external repository SPEI. Instead, it will be placed in zzz.
- The main difficulty here is to have the data with the exact dates. In this case, the correct date is the central day of the period (middle day of each week). Some work need to be done to check this (maybe outside this package).
