Bar plots probabilities

I did two functions to display forecast probabilities at a specific location.

I think it is better to start with BarPlotCat.

We could meet if you want to have more information. They need further tests, and AreaPlotCat also needs to accept skill parameters. Ah! All names can be changed if needed. If you want me to improve them let me know as well.
