fugitive_fossil_fuels: Implementation of a new emission sector in HERMESv3_BU

There is an emission sector that we used to consider in HERMESv2 that we did not include in HERMESv3_BU due to lack of time. This sector includes NMVOC emissions derived from the distribution of oil products (SNAP05) that occur in multiple places, icluding: 1) Refinery dispatch stations, 2) Depots, 3) Marine Terminals and 4) Service stations.

Following with the methodology implemented in HERMESv2 (and the one used in the solvent sector in HERMESv3_BU), the idea would be to use as a basis the annual emissions per CCAA reported by the Ministry, and assign to each subsector a specific spatial proxy, and temporal and speciation profiles. We will consider as a basis the proxies already used in HERMESv2. The spatial proxies are available in the virtual GIS machine at: C:\Files\Marc Guevara\BBDD ArcGIS\Modulo EMIS\SNAP05. For the temporal and speciation profiles we will check what's available in the HERMESv2 gitlab repository. We will have to review and update some of the proxies when needed.

There is no need to do any action right now, but I just wanted to open the issue before I forget. The idea is that this task will be led by Kevin in the framework of his thesis (as he needs to improve as much as possible the representation of VOC emissions inside HERMES).
