Applying a factor_mask to an entire domain

For Plan Ozono runs with auto-monarch and auto-caliope using HERMESv3_GR we need to apply a factor_mask
for the gnfr_G
sector. We tried to decrease the emissions from this sector in all the countries (-25%) by using a factor_mask
= 0.75 in the configuration file, like this:

However, we don't see any change on emissions (i.e. NO2 emissions) when using this configuration. As pointed in a previous discussion, we're not including the country codes. How could we apply this factor_mask
over all the domain at once?
