YAML configuration file for HERMESv3_GR_v2.1.5

HERMES can be configured through a configuration file and parameters sent by the command line.

We want to keep that flexibility, but we must change the input configuration file from INI to YAML.

@cpinero did something similar (but more complex) for the configuration of PHENOMENA.

• Get familiarized with the configuration of PHENOMENA
• Change the HERMES_GR Config Class.
  • External CSV file with configuration arguments and description
  • Use YAML and arguments.
  • Check behavior.
• Propagate change on the Fondos project (issue here)
• Update version and release 2.1.6
