Requirements for ESMValTool integration

There are two things we must solve before incorporating MapGenerator into ESMValTool as part of an official diagnostic

• Change license to a non-infectious one, like LGPL or Apache
• Replace Basemap with Cartopy

It is not critical now, but it's better to write it here than just keeping it on my mind
