Cross-validation for climatological forecast

Hi @aho and @erifarov,

I have slightly modified CRPSS() to build the climatological forecast (when ref=NULL) in cross-validation mode. The only thing that changes is that, for each year, its corresponding value is excluded when building the climatological forecast for that year.
