RPS, RPSS, ROCSS: exp and obs can be probabilities

The development allows RPS(), RPSS(), and ROCSS() to accept probabilities as data inputs. It is useful if the probabilities are calculated first (e.g., by GetProbs()) and be used in different skill scores.
