Create a separate archive YAML file for reference datasets

As we discussed earlier, the information in the Reference sections of conf/archive.yml, conf/archive_decadal.yml and conf/archive_subseasonal.yml is duplicated and does not need to be in all three files, since it is independent of the time horizon. The idea is to create an independent conf/archive_reference.yml file that groups all the information for the reference datasets.

I am creating this issue to keep track of this development and discuss any problems that come up.

The development can be divided into the following tasks:

• Create archive_reference.yml with the cross-referenced information for the observational datasets
• Remove the 'Reference' sections from conf/archive.yml, conf/archive_decadal.yml and conf/archive_subseasonal.yml.
• Rename conf/archive.yml to conf/archive_seasonal.yml
• Modify the Loading functions according to this change
• Test the development
