Path of DWD system 2.1 data changed in esarchive

Hi @vagudets,

I am opening this issue to let you know that the path of the DWD system 2.1 data has changed in esarchive, so it would need to be updated in archive.yml.

Currently the data path is:

/esarchive/exp/dwd/system21_m1/

Now the new data path is:

/esarchive/exp/dwd/system21c3s/

I have also copied this new data folder for monthly_means to gpfs so that it is available for use on other machines.
