Bugfix: Add conditions for decadal plots and fix forecast time definition

Merged vagudets requested to merge dev-fix_decadal_plotting into master

Some of the conditions for plotting decadal data were not correctly defined when adding the subseasonal options. This merge requests fixed that to restore previous behavior.
