Change plot captions to include correct start date and forecast time for monthly data

Merged vagudets requested to merge dev-fix_plot_captions into master

The caption settings in plot_metrics() and plot_ensemble_mean() were hardcoded for subseasonal data and this caused seasonal and decadal plots to have incorrect captions, such as "Forecast week"
