Add option to compute Brier Skill Score as "Fair" or not Fair

Merged vagudets requested to merge dev-add_fair_bss_option into master

With this change, bss10 and bss90 will be computed by s2dv::RPSS() with the default Fair = FALSE. If the user requests fbss10 or fbss90, they will obtain the Fair version of the metrics.
