Add "region" aggregation option to Saving module functions

Merged vagudets requested to merge dev-save_region into master

Addresses #118 (closed)

This includes new developments in easyNCDF::ArrayToNc() and CSTools::CST_SaveExp() to allow the names of the regions to be stored as coordinate values in the netCDF files.
