Loading: Generate dates to load for subseasonal weekly reference

Merged vagudets requested to merge dev-subseasonal_loading_improvements into master

Addresses the one of the remaining points in #173 (comment 366490): Loading subseasonal reference data without relying on the metadata from the hindcast to generate the file dates.
