Adapting simulation templates to different HPC platforms (common structure of perturbation files directory)

Bugfix: taking into account the first day of month in perturbation files does not have fields for 00 hours

Minor changes to fix bugs in perturbation files preparation, settings for value of beta in expid.conf file

Experiment configuration files prepared for IFS3 and EC-Earth3 experiments, changes to IFS3 sim and ini steps to include stochastic dynamics

Sim template for EC-Earth3 modified to include cdo grib manipulations on perturbation files for stochastic dynamics (valid only for ECMWF experiments)

- Re-structured the mechanism of dynamical creation of oasis coupling fields for ocean (Thanks to Virginie and Danila)

introduced "Stuff for Autosubmit plotting" where at this stage very basic computing statistics are collected from HPC via Autosubmit's touched COMPLTED file mechanism:
- wall-clock time (sec) spent by a job as waiting (job_queue_time)
- wall-clock time (sec) spent by a job as running (job_run_time)
- no. of times a job failed (times_job_failed).

- common.conf has been updated in connection to the expdef.conf defined under autosubmit autosubmit project

- ecearth and ifs templates has been updated w.r.t. sources and setup shifted under ecearth GIT project

- check.*.*.*.lock mechanism removed

- common localsetup has been simpilified where model and setup is being downloaded automatically from GIT branches

- stream-lined conf w.r.t. templates (ecearth, ifs, ecearth3 and ifs3) in the light of new structure
