PlotWeeklyClim to allow years outside the reference period

Hi @erifarov

I am using PlotWeeklyClim and I got the error: 'Parameter 'first_date' must be a date included in the reference period.' I have solved it by including the year 2022 in the reference period but I wonder if we could allow plotting a year that is not from the reference period.

Well, this is not urgent at all. I am opening the issue just to have track of potential developments.
