Make it so jobs/steps track ':' named gres/tres, before hand gres/gpu:tesla

would only track gres/gpu, now it will track both gres/gpu and
gres/gpu:tesla as separate gres if configured like
AccountingStorageTRES=gres/gpu,gres/gpu:tesla
