accounting_storage/mysql - cleanup init() a bit more.

There was only one additional calling path into init, so the
comment was incorrect. init() must be called once, when the
plugin is loaded by slurmdbd, so remove this unneeded call
from acct_storage_p_get_connection(), and then remove the check
in init.
