Partial revert of last priority multifactor patch to rename

_apply_priority_weights() back to _get_priority_internal() and have that
function call _set_priority_factors instead of having that called outside
of the function.

This also makes it so _set_priority_factors isn't called on jobs with
direct_set_prio or jobs's without a details ptr.
