Add a new err_msg parameter to _parse_resv_node_cnt to decouple the printing.

The scontrol and sview clients print errors in different ways (i.e. error() vs
global_edit_error_msg respectively). By adding this err_msg parameter to the
common functions we decouple the message itself from the way we print it.
