Disable "scontrol top" by default

Regular user use of "scontrol top" command is now diabled. Use the
   configuration parameter "SchedulerParameters=enable_user_top" to enable
   that functionality. The configuration parameter
   "SchedulerParameters=disable_user_top" will be silently ignored.
