Added some functions for API data movement.

One can not supply tags for data being written and skip to the next record
easily. It's not XDR or XML, but quite lightweight and flexible.
The partition API calls have been converted and tested. Node info
still needs to be modified. This may also be modified somewhat later. - Jette
