Add more Prolog/EpilogSlurmctld env vars 

Make SLURM_ARRAY_TASK_MIN, SLURM_ARRAY_TASK_MAX, and SLURM_ARRAY_TASK_STEP
    environment variables available to PrologSlurmctld and EpilogSlurmctld.
