Fix logic bugs for max_rpc_cnt SchedulerParameters 

Fix logic bugs for SchedulerParameters option of max_rpc_cnt.
Scheduling would be delayed for job arrays and
backfill scheduling would be disabled unless max_rpc_cnt > 0.
