Added a list of steps that are starting, to handle a problem

with stepds that are slow in forking or execing, which 
could potentially miss a request to cancel and run indefinitely.

Also addressed a race condition for jobs that were cancelled
or hit their time limit, which might cause them to stay in
completing state longer than necessary.
