Add error_code for warning on allocation response msg.

Slurmctld now supports MinNodes parameter for partition, no
job under that size gets initiated. Partition Min/MaxNodes
check at job schedule time only, not just at submit time.
Srun reports warning message related to allocation failure
when applicable (present partition configuration can not
be used to start job).
