Changed partition keyword "Key" to "RootOnly". in slurm.conf.

Merge all error functions into slurm_errno.[ch].
Convert error codes from #define to enum.
Add function to slurmctd/locks.[ch] to kill all threads to support
immediate cleanup on fatal error
Remove partition_key from test functions, drop node configuration limits
in tests to run on small laptop.
