Fix issue when EnforcePartLimits=yes in slurm.conf all jobs where no nodecnt... 

Fix issue when EnforcePartLimits=yes in slurm.conf all jobs where no nodecnt was specified the job would be seen to have maxnodes=0 which would not allow jobs to run.
