Make sview and scontrol use a common _parse_resv_core_cnt function.

_parse_resv_core_cnt has been moved to src/common/state_control.[ch].
Furthermore, it has been split in two functions:
	- _parse_resv_core_cnt
	- _is_corecnt_supported
