- use AC_CONFIG_FILES then call AC_OUTPUT

 - fix POPT_LIBS and POPT_INCLUDES for new directory structure
 - add optional debug compilation of modules (still needs work)
 - use AC_PACKAGE_NAME and AC_PACKAGE_VERSION as PACKAGE and VERSION
 - formatting changes
