Improve core reservation state save/restore

Modify advanced reservation save/restore logic for core reservations to
support configuration changes (changes in configured nodes or cores counts).
Previous logic would save the system-wide core bitmap and it was not
possible to reliably keep the same cores in the reservation if the
configuration changed.
