Move the call to _sync_bitmaps() directly into set_node_down() to keep node bitmaps

current when setting a node DOWN from outside of node_mgr.c (e.g. basil_interface.c
calls set_node_down() as do several other modules, but _sync_bitmaps() is local
to node_mgr.c
