Enable zero size jobs

Enable jobs with zero node count for creation and/or deletion of
persistent burst buffers.
    * The partition default MinNodes configuration parameter is now 0
      (previously 1 node).
    * Zero size jobs disabled for job arrays and heterogeneous jobs, but
      supported for salloc, sbatch and srun commands.
