rewrote code to better handle block free and error state changes.  Sfree now only calls the controller to do things instead of doing them under the covers.

    the following syntax: "squeue -j <job_id> -s".

  calls for proper pthread syntax

  suspend times accumulated prior to a job requeue/restart

higher priority job

  depending upon PreemptMode configuration

  which is the proper data type for this function

Add PreemptMode-checkpoint (needs more testing).
