This adds job preemption support to select/linear for preempt/qos and 
  optimizes job placement on nodes considering workload from other partitions.

I merged changes from the trunk onto slurm-1.4.srun.hang branch as I worked,
so the branch was up to date with ongoing trunk development.  The merge
command above finds the diffs between the trunk and branch--just the development
for the branch--and applies the changes to the trunk.

Validity check values PreemptionType and PreemptMode for compatability
Update documentation on PreemptionType and PreemptMode

  reflects its use

scheduling module when job preemption is configured OFF. Fix in the
future.

Not currently used

Note that config.h.in is rebuilt by autogen.sh, so we can't put it there

  after restart of slurmctld (failed to initialize list of job_ids)

 so we can better log the event

    suspended job is cancelled.
