move accounting_storage/common to a lib that we can load in other plugins instead of building it more than once

ok, we are now cluster centric on the rpc calls, we need to remove all the < 7 rpc_versions from the slurm_accounting_storage.c

ok, changed some things to figure out which cluster we are talking to.  It appears we are almost ready to start testing
